Views From the Frontline survey 2013

Views from the Frontline 2013’ (VFL 2013) is a participatory action-research project undertaken by civil society actors in conjunction with government bodies and local communities. It aims at measuring progress towards the implementation of the Hyogo Framework for Action (HFA) at the local level across developing countries and regions. Practical Action,with its expertise and experience of being engaged in the survey consecutively in 2009 and 2011 is the national coordinating organization for VFL 2013 in Sri Lanka.

Data collection is carried out at the grassroots level of eight districts in Sri Lanka namely Mannar, Kilinochchi, Mulathivu, Puttalam, Kurunegala, Galle, Batticaloa, and NuwaraEliya. The survey has been planned to represent the communities at most risk to different disasters in the country. Six civil society organizations are conducting the survey at the different locations.  The outcome of the survey will be fed into the DRM planning process in selected locations and it will hopefully be a learning and action process to build community resilience. A national level workshop will be held in Colombo by February 2013 to share the outcomes of the survey.
