Highlights Day 1: Asia Pacific Ministerial Conference on Disaster risk Reduction (APMCDRR)

The Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) kicked off today at the Philippine International Convention Center in Manila, under the theme “Surge to 2030: Enhancing Ambition in Asia-Pacific to Accelerate Disaster Risk Reduction.” Duryog Nivaran (DN), serving as the coordinator of the Gender Stakeholder Group (GSHG) for the Sendai Framework implementation, is actively participating in the conference. In addition to engaging in various sessions, DN is organizing a Gender Observatory and setting up a Help Desk specifically aimed at addressing gender-responsive disaster risk reduction (DRR) issues.

On the first day, DN hosted a GSHG consultation meeting with gender stakeholders' organizations. During the meeting, attendees were briefed on the GSHG statement, the contributions gender stakeholders can make to the Sendai Framework Gender Action Plan, and the key programs GSHG is coordinating, including the Help Desk and the Gender Observatory. Representative from the Latin American and Carribean Gender Stakeholders Group also presented about their experience of holding the first ever Gender Observatory in regional conference in 2023

The GSHG's statement of commitment emphasized the importance of integrating gender and disability considerations into the mandates of agencies responsible for collecting and analyzing disaster risk data and developing risk information.
On behalf of the Gender Stakeholder Group, DN also compiled and will be submitting the potential support that GSHG has provided and will continue to offer toward the implementation of the Sendai Gender Action Plan. Various organizations shared resources and tools that will be submitted to the UN Office for Disaster Risk Reduction (UNDRR).

The Help Desk, located in the lobby, will provide a platform for discussing gender issues related to DRR. Experts will share their experiences, resources, tools, and approaches for mainstreaming gender and social inclusion in DRR actions. Six sessions will be held over the conference’s three main days.
Inspired by a similar initiative by Latin American and Caribbean stakeholders, the Gender Observatory will be launched at APMCDRR 2024. Over 40 volunteers will monitor various sessions through a gender lens, assessing gender integration and parity in the content and participation. A report will be compiled and shared at the global level.

In addition to these initiatives, the Duryog Nivaran team attended several key sessions on the first day of the conference. These included Crews 2030: Early Warning Systems for Disaster Risk Reduction, which involved focus group discussions on improving early warning outcomes, and a NGOs/CSOs Consultation organized by the Asian Disaster Reduction & Response Network (ADDRN). In this consultation, civil society organizations from diverse sectors, including youth, disability, Pacific islands, and women-led CSOs, shared their experiences on the importance of inclusive disaster risk management systems.
DN also participated in the WiNDRR Leadership Awards: Finalists Forum, where nominees engaged in a panel discussion. Experts from across Asia-Pacific shared insights into their pioneering work in disaster risk reduction.

The first day was filled with engaging sessions and discussions focused on gender integration and social inclusion in disaster response and recovery. DN will continue to contribute actively throughout the conference
