Strengthening Community-Based Preparedness through Impact-Based Forecasting Implemented by Practical Action Consulting (PAC), Nepal.
This project in Sindhupalchok, Nepal—one of the country’s most hazard-prone districts—aimed to strengthen community resilience against floods, landslides, and fires. The initiative focused on implementing an integrated Impact-Based Forecasting (IBF) approach to ensure early warning systems are not only accurate but actionable at the local level.
Key activities included training Community Disaster Management Committees (CDMCs) and local officials on anticipatory action, risk mapping, and communication. The project piloted IBF to support forecast-based decision-making and facilitated upstream-downstream dialogues to enhance coordination. Notably, it utilized the “Missing Voices Approach” to include marginalized groups in preparedness planning. Through school workshops, mural art, and citizen science initiatives, the project engaged over 120 students in disaster awareness. Ultimately, it reached four municipalities, training 6 CDMC members and enhancing local capacity to interpret warnings and take timely, protective action.
