The Gender Stakeholder Group for Asia Pacific is planning to organize a series of webinar focusing on supporting the implementation of Sendai GAP recommendations this year.

The topics of webinars will be centred around gender responsive disaster risk governance in alignment to the key objectives of the Sendai Gender Action Plan (GAP). The discussions will delve deep into the key issues, challenges and ways forward to meet these objectives for successful implementation of the GAP. The purpose of the webinars goes beyond facilitating discourses but also sharing available resources and exchange of ideas and knowledge among experts and participants.

Overall objectives

The webinar “Gender-Responsive Anticipatory Action: Bridging Gaps, Building Resilience, and Advancing the Sendai GAP” is the first of the series and will be carried out jointly with the GIHA Working group and GSHG

Background and Rationale:

Disaster preparedness and response must be inclusive and gender-responsive to effectively reduce risks and mitigate impacts on vulnerable populations. The implementation of Anticipatory Action (AA) has demonstrated significant progress in reducing disaster-related losses, yet there remains a crucial need to strengthen Gender Equality, Disability, and Social Inclusion (GEDSI) in early warning and preparedness efforts. The Sendai Framework for Disaster Risk Reduction (SFDRR) recognizes the necessity of gender-responsive disaster preparedness, and the Sendai Gender Action Plan (GAP) provides a structured approach to integrating gender considerations into AA policies and programs. The key objective 7 of Sendai GAP specifically focuses on Implementing gender-responsive and inclusive end-to-end multi-hazard early warning systems and anticipatory action

A recent regional survey conducted by UN Women, Technical Working group AA TWGAA and GiHA across four countries highlights key gaps and opportunities in advancing gender-responsive AA. The findings reveal the importance of ensuring national protocols embed GEDSI principles, strengthening access to community-based organizations in disaster preparedness processes, and enhancing the availability of resources to promote gender-responsive early warning systems.

Key Themes and Discussions
Overview of Gender Responsive AA and MHEWS

The webinar will begin with a short overview of the concept of gender-responsive AA, discussing on the aspects of inclusivity in AA aligning with the Key objective 7 and Action 24 and 25 of the Sendai GAP.

Presentation of Regional Survey Findings

The webinar will provide an overview of the regional survey conducted across four countries, showcasing trends in gender-responsive AA and key insights on gaps and opportunities. The presentation will include graphical representations of findings and case studies highlighting best practices in GEDSI integration.

Strengthening Gender-Responsive Early Warning and Anticipatory Action

Building on survey findings, this session will focus on actionable strategies to strengthen GEDSI in national protocols and policies in AA and early warning systems, access for community-based organizations, and leveraging resources for gender-responsive forecast-based planning.

Government and Stakeholder Perspectives on AA Implementation

Representatives from two/three governments will share how findings from the survey inform national policies and AA strategies. The discussion will highlight country-specific efforts, challenges, and innovative approaches to ensuring inclusive disaster preparedness.
